TY - JOUR AU - Oosterbeek, Luiz PY - 2018/08/26 TI - GESTÃO CULTURAL INTEGRADA DO TERRITÓRIO: UM PROGRAMA DE ATUAÇÃO PARA AS CIÊNCIAS HUMANAS JF - REDE - Revista Eletrônica do PRODEMA; v. 12 n. 03 (2018): Número Especial - REALPDO - 10.22411/rede2018.1203.05 KW - N2 - A temática da sustentabilidade e das estratégias humanas a prosseguir em face das modificações climáticas e ambientais decorrentes da grande aceleração, concretiza-se através dos processos e estratégias de gestão territorial. Nesse âmbito, a experiência de três décadas desde o relatório de 1987 sobre a sustentabilidade, com amargos resultados apesar dos progressos institucionais, permite compreender que não basta o desenvolvimento de soluções técnicas e a elaboração de instrumentos normativos e jurídicos. As decisões sobre as ações humanas não interagem diretamente com os territórios, mas com a perceção cultural dos mesmos, ancorada em tradições, valores e narrativas (Samassékou, 2012), que configura distintas paisagens para diferentes grupos humanos, com base nas mesmas bases materiais. O diagnóstico de que esta dinâmica está na raiz dos resultados inconsequentes e hesitações das últimas três décadas, levou à construção de um novo quadro de referência que integra o contributo das ciências humanas nos processos de gestão territorial, não apenas no plano teórico mas recorrendo a instrumentos operacionais concretos. Este quadro, que promove uma gestão cultural do território, integrada com as demais ciências e processos de conhecimento e atuação, converge com as atuais discussões no âmbito da UNESCO (ciência da sustentabilidade; conferência mundial das humanidades) e com o seu programa MOST (Management of Social Transformations). São discutidos os fundamentos e instrumentos operacionais desenvolvidos, designadamente á luz da revisão dos princípios da sustentabilidade, bem como exemplos concretos de aplicação em diversos países. Palavras-chave: Gestão; Território; Paisagem; Ciências Humanas;  Sustentabilidade   Abstract The theme of sustainability and human strategies to be pursued in the face of the climatic and environmental changes resulting from the great acceleration, is concretized through the processes and strategies of territorial management. In this context, the experience of three decades since the 1987 report on sustainability, with bitter results despite institutional progress, shows that it is not enough to develop technical solutions and to develop normative and legal instruments. Decisions about human actions do not interact directly with the territories, but with their cultural perception, anchored in traditions, values and narratives, which configure different landscapes for different human groups, based on the same material basis. The diagnosis that this dynamic is at the root of the inconsequential results and hesitations of the last three decades has led to the construction of a new frame of reference that integrates the contribution of the human sciences in territorial management processes, not only in theoretical terms but using specific operational tools. This framework, which promotes a cultural management of the territory, integrated with the other sciences and processes of knowledge and action, converges with the current discussions in the sphere of UNESCO (sustainability science, world humanities conference) and its MOST program (Management of Social Transformations). The fundamentals and operational instruments developed are discussed, particularly in the light of the review of the principles of sustainability, together with concrete examples of application in several countries.
