In the discussions on the realities of Community-based Tourism, this activity is seen as a resistance to mass tourism. At the same time, associated with both strategy to promote employment and income and social media, it transfers economic benefits to host communities while preserving the livelihoods of traditional populations. Therefore, this article seeks to investigate the role of Community-based Tourism as a sustainable territorial development strategy, contributing to the reduction of poverty in the perspective of Good Living. Methodologically it is bibliometric research, analyzing articles available in the Plataforma de Periódicos da Capes, mainly the bases of the Scielo, Sciencedirect and Sbecotur, in the period of 2011 to 2015. Secondarily an exploratory research was carried out on a Basque community tourism experience that reflects under the literature visited. As a result, it can be observed that in called developed countries, the Basque case illustrates, with low social vulnerability, public policies when implemented under state monitoring are sufficient. This does not in any way detract from community-based tourism, on the contrary, since it constitutes an affirmative policy to reinvigorate livelihoods of traditional populations, which are of low environmental impact, and that can not in any way be held responsible for the climate changes, unlike urban ways of life.
