A IMPORTÂNCIA DO USO DE METODOLOGIAS PARTICIPATIVAS NA TOMADA DE DECISÕES PARA A IMPLANTAÇÃO DE EMPREENDIMENTOS EÓLICOS-ENERGÉTICOS OFFSHORE NO BRASIL

The production of offshore wind power has been intensifying rapidly and efficiently in several countries, especially in Europe. In Brazil, offshore wind is incipient, but with potential for large strong increase. In offshore development the first challenge is the definition of suitable locations. This selection process is known as siting in the literature. Based on a literature review, this paper discusses the process of siting criteria for offshore wind farms and incorporation of participatory planning. One of the main difficulties of marine spatial planning is the scarcity of social data that can help the decision making process. The use of participatory methodologies such as Social Cartography, SWOT Matrix, and Q Method can help in the dialogue between traditional uses and local knowledge with technical information. In this way, it is necessary to insert mechanisms that make it possible to obtain data, and that guarantee an approximation to reality. From this point of view, participatory methodologies are tools for capturing information in order to democratize the decision-making process and consequently minimize conflicts.
